The traditional recruitments are based on jobs, merely pay attention to whether the candidates have the necessary knowledge, experience and skills which will cater for the position, which focus on the position itself, but lack the exploration on the core qualities required by the position on the candidates apply for which will make it difficult to predict and determine the future performance of the candidates. However, the recruitments based on competency-model can make up the deficiency of the traditional recruitments. The theme of this thesis is to use the strategic tool of competency-model to upgrade the match degree of the marketing staff of L Communication Technology Co., Ltd with their positions, to increase the rate that the candidates are qualified for the positions and decrease the rate that the candidates quit their jobs to support the company to realize its goal.This thesis includes six chapters:the first chapter introduces the research background and research themes, contents and significance, research methodology and framework; the second chapter introduces the competency-model and its application in practice; the third chapter analyses the current HR situation and the existing problems in job interviews; the fourth chapter is on marketing staff-quality-model and the composing of the dictionary on competency qualities; the fifth chapter enunciates the marketing staff recruitment body based on the competency-model; the sixth chapter summarize the application and the implementation of the results, analyze problems and propose further improvements and further research direction.This basic research method, the deductive method between strategy and culture, BEI interviews and benchmarking and detailed implementation plans to build up marketing people competency model, and apply it to the recruitments for the marketing people of different levels; apply different levels of recruitment report design and optimize the recruitment process, train and certify interviewer to make sure the effectively implement of the competency model in the recruitment system, to reach the goal of right person for right position..As we all know, the need for marketing people is large, the interview is difficult, staff mobility is also large, and people match the positions are low. The author works with HAY, the originator of competency model, is familiar with the standardization of world-class modeling process, and hopes to put forward a simple and easy method to establish competency model, prepared a detailed feasible marketing staff competency dictionary, and propose a simple and effective method to apply the competency model in practice, optimize marketing staff recruitment system. The detailed competency quality dictionary, rigorous recruitment process and recruitment at different levels in the control system will provide the majority of Small and medium-sized enterprise with a method to find proper marketing people in the recruitment, which also is a new attempt to promote competency model in the Small and medium-sized enterprise.
