First of all, this paper analyzes the problems existing in thermal power equipment procurement, mainly lie in the incomprehensive coverage of indicators, the inoperative of indicators, the unreasonable quantification of indicators and the great subjectivity etc. Secondly, the system of evaluation index about thermal power equipment procurement is established by SMART criteria. Thirdly, this paper studies the price quantitative principles of index; price adjustment model of index is established based on the price quantitative principles. It is used fuzzy appraisal to deal with the non-price quantitative index. Fourthly, the evaluation price model is established by the price adjustment model of index. According to the characteristic of thermal power equipment procurement, the evaluation model of value engineering is designed based on Value Engineering Theory and Rough Set. The weight of function attribute is ascertained by Rough Set. This method overcomes subjective weight given by traditional method, and the result by this method is more reasonable and objective than by traditional method. Finally, this paper offers a whole example of evaluation which verifies the rightness and effectiveness of evaluation model.
