The Study Of Strategies On Improving Deputy Construction System For Governmental Investment Projects

Since 2002, in order to ensuring the division of "investment, construction, management and usage" to enhance the efficiency of government investment, most parts in China have fully carried out deputy construction system in the government investment areas.Through years of development and application, the level of engineering project management of our country has been raised. But there are still a number of problems in the process of the development of the deputy construction system, which needs to be ameliorated and improved.The paper further defines the deputy construction system on the basis of analyzing the patterns of the governmental investment project management in developed countries and areas, defining the deputy construction system adopted in noncommercial government investment projects as deputy construction system in the narrow sense, which is the main study object of this paper. Through comparing and analyzing the management patterns in several experimental cities, the paper exposes the problems existing in the present deputy construction system, including the market access qualification, cultivation of the deputy units, contracts and other questions on the ensuring of the effectiveness of the deputy construction system. To the government and the units, many suggestions on how to improve the system are given in this paper. For example, to set up a qualification juror committee to manage the qualification of different units, and the "1+X" formula is suggested to choose the units; to study the development of the designers, construction enterprises, consultation companies to discuss the question of breeding deputy construction companies; to complete triple deputy construction contact and establish an investment management enterprise as consigner; on the contract inspiring of deputy construction system , PMC inspiring and examining system is recommended and the standards of deputy construction contract examination should be completed.These strategies and suggestions can be used for reference during the course of the improvement of deputy construction system for governmental investment projects.
