In the times which the information and knowledge has become the strategic resources and basic elements of the social and economic development, people promote the national economy and social development, create new work methods, management methods, business methods, financial methods, exchange methods of ideas, culture and education methods, health care approach and consumer lifestyle. The telecommunications industry of 21st century will wave from the telephone age into the information age as information. This is the most fundamental reason that telecommunications industry must make the transformation; this is also the greatest driving force for transformation. The information as a community resource base.Its accessing speed and the using of good and bad decides the competitiveness of enterprises and State. However, if we want to enhance core competitiveness of enterprises, we must establish a new operating mode which is market-oriented, network-based and client-centered, in order to build integrity of the information industry value chain and to provide customers with a complete value-added information services.The new competitive situation of telecom market is a big challenge to operators in operating. Traditional telecom management is also facing a new test. In the new competitive environment, inherent disadvantages of management level is increasingly serious, the institutions are bloated complex, the functions of the departments are ill-defined, the operation management is overlapping, all these have brought heavy pressure on the launching of new businesses. The revolution of telecom organization and management of the telecommunications has become the top priority of reform. Experience shows that, the management innovation at the core of organizational innovation create more lasting competitive advantage than any form of innovation for companies. However there are management "short boards" everywhere in telecom enterprise. This article focused on basic elements of organization and management—organizational structure, constructing the new organizational model through organizing recycling in order to straighten out the internal management of the company and to enhance external competitiveness of the company.
