Research On Management System And Operating Mechanism Of Third-party Detection Institution For Construction

Detection technology is a basic guarantee of building materials products. However, how to design an effective third-party detection institution for construction which is standard, marketable in working? This is very important in theory and practice field.A third-party detection institution for construction makes use of detection technology, which is a basic technical guarantee of building the administrative law enforcement and supervision, and a community with independent legal person status of the specialized testing. Its purpose is to ensure the quality of the project, and safeguard the interests of national and people. For the fairness test results, it is necessary to establish and improve the detection system on the basis of "Accreditation Criteria for the Competence of Testing and Calibration Laboratories "(ISO/IEC 17025: 2005).This paper analyzes the domestic industry in the management of third-party detection institution status. As standards followed by the " Accreditation Criteria for the Competence of Testing and Calibration Laboratories " (ISO/IEC 17025: 2005), in accordance with the eight principles of management theory, this paper designs the third-party detection institution for construction industry management system which includes management responsibilities, resource management, detection realizing, reports management and so much. Moreover, in order to continue improving the management system, this paper also provides a management system to accreditation, correction and preventive. In addition, the article states some advice on operation such as electronic information management system. Finally, I take Construction Quality Testing Center in Shenzhen as an example, analyzing and evaluating the application of a new management system.
