With the relaxation of government policies,third-party commercial testing institutions of environment,food and industry have won good development opportunities.In recent years,as people pay more attention to food and environmental safety,the demand for testing has increased,and the data of such testing institutions nationwide has reached more than 30,000 in 2018.After China's accession to the WTO,large foreign third-party commercial testing institutions also began to enter the Chinese market,which caused a great impact on the domestic commercial third-party testing institutions that started late.Through visiting relevant institutions and industry associations,the author learned that the management system and assessment mechanism of relevant large testing institutions in China are relatively backward.Therefore,the author chooses industry benchmark enterprises for in-depth research,with the purpose of designing a performance appraisal scheme suitable for its use and providing reference for other peer testing institutions,so as to promote the improvement and healthy development of the management level of domestic commercial testing institutions.The research of this paper mainly includes the following contents: the first chapter,introduction,briefly describes the research value and significance of this topic,reviews relevant domestic and foreign literature,formulates the research ideas,and determines the research methods;The second chapter,the theoretical basis of the study,elaborated the connotation of performance management and balanced scorecard and other basic theories;Chapter three analyzes the management problems of NACC companies based on BSC,conducts an in-depth study on the problems existing in performance management of NACC companies,and elaborates on the necessity of introducing BSC.Chapter 4: design of performance appraisal scheme for NACC company based on BSC,and design of NACC company's management system based on BSC.The specific operations are as follows: set strategic objectives and strategic maps,build a scientific and perfect information system,conduct training and training under the guidance of BSC,define specific performance management indicators,set index weights,define evaluation criteria,and point out specific scoring methods;The fifth chapter,the implementation of the new performance management system safeguards recommendations.The new performance management scheme needs to be implemented under certain conditions.It points out the importance of active participation of managers and grassroots employees,and constructs relevant systems to ensure the efficient use of BSC.The sixth chapter,the conclusion and the prospect,carries on the research summary,points out the deficiency of the subject,makes the prospect for the future research direction.
