Research On Enterprises’ Participation In Energy-Saving Activities’ Operating Mechanism Under The Government-University-Institution-Industry Cooperation

Energy is an important material basis for a sustainable development of the country and nation.In recent years,when we have the full enjoyment of the unprecedented progress brought by energy resources,characteristics of energy scarcity,energy over consumption,the energy security,environmental pollution and other issues have become increasingly prominent.To achieve coordinated and sustainable development of human and natural resources and the environment,countries not only pay close attention to energy issues,but also included energy development into national development strategies.We are a big energy consumption country,with the society and economy rapid development,the problems of resource and environment have become increasingly severe,energy-saving issues is a long and arduous task for our country.In recent years,the government developed energy conservation policies and measures actively,and encouraged the whole society,especially the enterprises to actively participate in energy conservation efforts.The enterprise energy saving activities is the most important part of whole social activities.The implementation of the specific energy-saving targets,implementation of key projects,the key technical innovation and the operation of the market mechanism are all inseparable from the active participation of enterprises subject.With the deepening and development of university-institution-industry cooperation(UII),the government’s emphasis on UII has also increasingly strengthened.UII has been widely used in enterprise technology innovation and product development and so on.Enterprise energy issue is a complex problem related to the interests of the whole society parties.The government policy guidance and enterprises’ energy efficiency are inseparable.Universities’ and institutions’ science and technology contributions are closely linked to enterprises’ energy conservation activities.Therefore,integrating all the advantages of social subjects and forming the government-university-institution-industry(GUII)cooperation strength are particularly important to enterprises’ participating in energy conservation activities and the energy bottleneck breaking through.Therefore,in this thesis,based on the connotation and feasibility of GUII cooperation the operating mechanism of enterprises’ energy-saving sets as the main object of the study and following questions are discussed.This thesis discusses the problems in the following areas:Firstly,summarizing and reviewing the relevant literature on the cooperation of government-university-institution –industry and on energy-saving of enterprises,meanwhile,there having a basic theoretical analysis on these.And arrivalling at these conclusion:government has a supporting role in UII,less involved government dominace;the research of enterprise energy-saving has lack of depth study on the energy information resources,and has not yet formed good synergy.Secondly,the thesis analyses the feasiblity of GUII cooperation in energy-saving,defines the connotation of GUII energy-saving cooperation,probes the role and position of government in energy-saving activity,as well as the interest demands of government,university,institution and industy and their coupling interaction.Laid the foundation for further study of the operating mechanism.Finally,this thesis has a further study of enterprises’ participation in energy-saving activities’ operating mechanism under the GUII cooperation,including dynamic mechanism,information transmission mechanism,coordination and management mechanism and interest protecting mechanism.GUII energy-saving cooperation is the result of the four mechanisms coordinating and joint acting.On the basis of these studies,some suggestions are put forward on enterprises’ participation in energy-saving activities’ operating mechanism under the GUII cooperation.
