Study On Construction Project Risk Control From The Managerial And Governable Perspective

Construction projects that have the characteristics of big investment, long time, complicated technology, and so on, are confronted with bigger risks. If we don't keep watch on these factors, the project can't be completed according to the plan. Besides, it can bring about property loss, environment destroys and serious consequences even. The phenomenon that the projects are out of control leads to low economic effect, even leads to project failure, and bring about gigantic loss for the country and enterprise. Risk also is one of the main causes that bring about project failure. In our country, construction project risk research still is in the starting phase at present, not forming an entire risk system of administration and hierarchy of control, and is short of effective risk keeping watch and controlling measure. In other countries, Research goes deep into the risk problem, but the methods of controlling the project risks still concentrate on the financial ways. These methods plays role to the project risks in some way. But with the scale of the project increasing, only using the managerial ways to control the project risk can't achieve the purpose of avoid the risks. Corporate governance is the process that the board of director supervises the executives, which decides the network frame of the whole enterprise. Management drives the enterprise to the goal under the frame. This paper uses the theory of corporate governance to analyze the structure of project, which can provide a new perspective to study the project risk. Meanwhile, that can provide an operating mechanism to ensure that the project can put into effect smoothly.This paper chooses construction project as object of study, based on the related theories about project risks, the control methods of project risks and corporate governance. Compared the structure of project with corporate structure, find the similarities, and take the related theories into the project management. The paper classifies the project risks, and then analyzes the reason of these risks from some perspectives. Based on this, the paper brings forward the measure of contact management, project insurance to control the risks from the managerial perspective. And from the governable perspective, the paper brings forward the measures of improving the inner mechanism, improving the external mechanism, and so on, to avoid the project risks.
