The Research Of Governance Risk Control For Ecological PPP Project In FC Company

The ecological PPP project,in response to the call of the Party Central Committee,is a new form of practice calling for the integration of the concept and principles of ecological civilization into the whole process of urbanization.The project is characterized by large scale,high investment,large number of stakeholders and complex governance relations.Whether it can effectively control the governance risk of ecological PPP project has an important impact on the success of project.Traditional and independent methods for risk analysis can not adapt to the above characteristics.Project governance risk has a crucial impact on project success,and how to evaluate and control governance risk effectively is a major challenge in the practice of ecological PPP project.Therefore,this paper proposes an integrated risk analysis approachto solve the problem of governance risk control for ecological PPP project in FC company.Project governance risk is the possibility,influence degree and controllable degree of uncertain behavior of stakeholders.Stakeholders and their relationship form a stakeholder network and their behaviors are influenced by the network.Therefore,the analysis of the project risk governance can be achieved through the evaluation and improvement of the stakeholder network.This article focuses on the construction,evaluation and improvement of stakeholder network to analyze the governance risk of ecological PPP project.First of all,in this paper,the stakeholder network construction of ecological PPP project is to analyze the object of governance risk.Nodes and connections are the basic elements of the network,so the stakeholder network construction of ecological PPP project includes the identification of network nodes,the identification and quantification of network relations.In view of the network node recognition problem,this paper identifies the stakeholders in the PPP project preliminarily by the snowball method,and then uses the expert judgment method to make the second revision of the recognition results.According to the problem of network identification and quantification,first,this paper determines whether the corresponding network relationship exists between stakeholders,and then evaluate the strength of existing network relationship,so as to realize the stakeholder network construction of ecological PPP project with weighted.Secondly,in this paper,a network relation transformation equation is constructed for the attenuation coefficient of the control network.This equation converts the network quantitative analysis index of social network analysis into the evaluation index of governance risk,and applies it to the evaluation of stakeholder network of ecological PPP project.Thirdly,in view of the current status of stakeholder network of ecological PPP projects,this paper improves the network by using network adjustment strategies for the nodes with higher risk level,such as creating or deleting nodes and their relationship,changing direction or adjustingstrength of the relationship.Network adjustment strategy is corresponding to governance risk control strategy.The degree of optimization of the relevant indicators in the new stakeholder network reflects the effectiveness of governance risk control strategies.Finally,this article proposesgovernance risk control strategies respectively that"reduce redundancy and open infrastructure engineering outreach channels","look for aneffective communication media between FC,JY and the villagers" and "establish PMO of FC company to improve the efficiency of internal resource management",for the nodes that EC,Vill and Vil2,PrD and PuD with higher risk in the network.This thesis explores how to analyze the governance risk problem of ecological PPP project from the perspective of governance network.It enriches the theory of project governance from the aspect of project types and expand the scope of application of social network analysis method.The relevant conclusions can be used to instruct the risk control problem of ecological PPP project directly.The research process can provide reference for the governance risk analysis of similar projects.The shortage of this paper is that it mainly analyzed on the static analysis of the governance network,but not analyzed for the dynamic changes of the network throughout the whole project lifecycle.In the future,it can be combined with system dynamics,Petri network model to carry out a further research.
