Thanks to the continuous advancement of modern bioscience and technology,the global pharmaceutical market has developed rapidly.More and more companies in the medical industry are beginning to invest in the biopharmaceutical industry.However,the development and development of biopharmaceutical products has the characteristics of long cycle,large investment,large number of stakeholders and complex relationship.The effective control of the risk of biopharmaceutical project management will have a crucial impact on the project.The traditional binary analysis method of project governance risk can not adapt to complex systemic risks.How to adopt a more efficient and accurate risk assessment and control strategy is the challenge that biopharmaceutical companies face in the process of project governance.Therefore,this paper attempts to solve the problem of risk management and control of biopharmaceutical project governance by using a social network-based risk analysis method.This paper identifies project governance risk as the adverse impact of project stakeholders' uncertainty behavior on the project.The behavior of stakeholders in a biopharmaceutical project is influenced by other participants in the project.When using social networks to represent stakeholders and their relationships,stakeholder behavior is subject to network structure.Constraints,therefore,the evaluation and control of project governance risks can be achieved through evaluation and adjustment of the network.This paper will systematically analyze the governance risks of biopharmaceutical projects around the construction,evaluation and adjustment of stakeholder networks.Firstly,this paper implements the construction of the stakeholder network of YF Biopharmaceutical Project according to the steps of network node identification,network relationship identification and network relationship quantification,as the basis for further analysis and research.In the process of network node identification,the risk decomposition structure is used to initially identify the project stakeholders,and the results of the preliminary identification are corrected by means of expert judgment.On the basis of determining the stakeholder nodes,the relationship between the stakeholders is confirmed,and the relationship is quantified according to the strength of the relationship,and finally the complete stakeholder network structure diagram of the project is obtained.Secondly,based on the project stakeholder network diagram and the attenuation coefficient of control network,the network relationship transformation equation is constructed,and the attribute index of social network is transformed into the evaluation index of risk management.Finally,aiming at the problems and shortcomings of the stakeholder network of biopharmaceutical project,the network is improved and optimized by adding and deleting nodes,strong-weak relationship and adjusting direction.The adjustment strategy of the network is the corresponding control strategy of risk management.In this paper,according to the actual project,the governance risks are classified,and the corresponding risk management and control measures are proposed for each type of governance risk under the governance risk management and control strategy,so as to achieve the goal of reducing the project governance risk and improving the success rate of the project.In this paper,the stakeholder network of the project is analyzed and calculated scientifically by using the method of social network analysis,and the governance risk appearing in the project governance network is evaluated,and the risk prone points are adjusted scientifically and rationally,which effectively reduces the probability of risk occurrence and the risk occurrence time.The impact of the project,relevant analysis ideas and conclusions can be directly used to guide the same type of project risk management and control work.
