Resources cities are the city which are founded and developed for resources developing. In china there are many resources cities. According the database of mining cities in China, 2006, there are 426 mining cities, the models are petroleum cities such as Daging, Dongying, Panjin, coal cities such as Datong, Fuxin, Jixi. 20% of the resources cities are during growing period, 68% are during matured period, 12% about fifty cities are during waning period. These cities is founded and developed with the development of industry especially heavy industry after the foundation of new China.As the supply place of basic energy sources and raw and processed materials, the resources cities contribute a lot for the development of economy and society, supply 93% coal, 90% petrol, 80% iron, 70% natural gas. But for the single resource exploitation, dependence of country finance, with the rapid development of economy and the intensification of exploitation, some deep-seated conflicts and problems emerge when these cities turn to market economy. One side, the resources are reducing, the cost of exploitation is rising, the balance of economy construct is destroyed, the leading industries have congenitally limitation, environment is destroyed, employees live in hard, more people become unemployed. On the other hand, these cities have the duties of accelerating industrialization and urbanization and developing people living condition, which aggravates the burden and pressure. The leading industries decline ineluctability, which affects the development of these cities. Additionally the development of market economy, the competition between countries, districts and cities, the development of technology, the using of new energy sources and new materials, the revolution caused by Knowledge economy, greatly weaken the significance of resources cities, and wither these cities that some cities are in very hard conditions. These cities would face a series of severe economy and society problem. How to develop, is the problem that each resource city must face during economical reformulation.Zaozhuang is founded for coal and develops for coal. In recent years, resources of coal in Zaozhuang are reducing by degrees. Together with local environment worsening, lack of the economy growth potential, the healthy development of society and economy is seriously affected. How to speed up the economical reforming step; realize the sustainable development is becoming the big problem which should be researched and solved urgently.
