Study On The Efficiency Of Regional Science & Technical Resource

Technology resources are the general variety of spiritual and material wealth, which Human used in science and technology activities, and the basis of scientific and technological activities to promote the economic and social development, even are a collection to create scientific and technological achievements, and are the "first resources". In recent years, with the implement of the strategy——"science and education revive economy in Shandong", particularly after the party's Plenum proposed to enhance the independent innovation capability as the strategic basis for scientific and technological development, transform the economic growth mode, and adjust the central link of the industrial structure, investment in science and technology is also increasing in Shandong Province. While scientific and technological input increased rapidly, the inherent scarcity of scientific and technological resources and the inefficiency of resource allocation are becoming prominent, and they will restrict the advancement and development of technological capability and technological competition. Not only this kind of technological capability has no advantage and permanence, but also more investment of labor and money based on the inefficiency of resource allocation will increase, more waste will turn up, even to aggravate the scarcity situation of the resources. So how to promote our province`s technological resource allocation and strength the allocation efficiency is becoming an importable for us.Based on this subject, under the direction of Shandong Science and Technology Renaissance and sustainable development strategies, we analyze the basic situation of technology allocation efficiency and reveal the characteristics of science and technology in Shandong Province. During the analysis, we select data index of some provinces and cities in the "China Science and Technology Statistical Yearbook 2009" and "Shandong Science and Technology Statistical Yearbook 2009" and "China Statistical Yearbook 2009" .First of all, we roughly analyzed the status of Science and technology inputs and allocation in Shandong provinces and other cities. Then using statistical methods, we analyze science and technology's contribution to the economy, and prove the importance of science and technology resources again. Using the factor analysis, we analyze the 35 indicators of science and technology on Shandong provinces and some major province and cities, then determine the efficiency of resource allocation ranking of Shandong Science and Technology .The third, using the factor and cluster analysis to evaluate science and technology allocation efficiency of 17 cities in Shandong, divide into three categories: high, medium and low.This essay analyzed United States, Germany and Japan, scientific and technological system, resource allocation of technology and financial, scientific and technological human resources development, technology infrastructure and conditions for platform construction and other aspects. At last, recommended and responded how to learn advanced technology experience of resource allocation from foreign countries.The main objective of this study was a combination of the actual situation in Shandong Province, from both qualitative and quantitative aspects of the allocation of resources to analyze the status of Shandong Science and Technology, Problems and the root cause of the problem, compare and learn from developed countries to optimize the allocation of scientific and technological resources experience, find the way in which to optimize the allocation of resources, mechanisms and measures of Shandong Science and Technology, seek regional scientific and technological resources, scientific and effective allocation of the means, in order to coordinate and promote the health of regional economy and make Shandong develop harmonious and sustainable .
