Based On Indicators Of National Informatization Level Analyzing The Development Of Informatization In Shan Dong Province

Information is taking full advantage of information technology, developing and utilizing information resources to promote the exchange of information and knowledge sharing, improve the quality of economic growth and promote the transformation process of economic and social development. Since the 1990s, with the constant innovation of information technology, sustainable development of information industry and the popularization of information network, informatization has become a notable feature of global economic and social development and evolutes gradually to a comprehensive social change. After entering the 21st century, informatization has a more profound impact on the economic and social development. Extensive application and high penetration of information technology is giving birth to new major breakthrough. Information resources have increasingly become an important production factor, intangible assets and wealth. The growing integration of information network becomes more popular. Accelerating the development of information technology has become the common choice of all countries in the world. The study on informatization has become the hotspot. The paper first introduced several major informatization measurement systems of domestic and abroad, and outlined the structure, calculation methods and characteristics of China's informatization index. Secondly, it gave a description of the development of the domestic information technology, and especially analyzed the development of China's informatization in eight aspects. At present, China's informatization development has made great achievements in many areas, but some problem still existed. Then it analyzed the promoting effect of informatization on national economy, e-government development and so on. With the data for support, firstly it made a longitudinal comparison of Shan Dong Province to the more developed provinces and cities abutting Shan Dong provinces. The level of informatization development in Shan Dong increased annually. Then with the reference of national indicators and calculation methods, it made a lateral comparison and analysis of Shan Dong Province from 2000 to 2005 and also made a comparative analysis of Cities in the province. The informatization development of Shan Dong has made great achievements, but there are certain problems. In view of this situation, with the use SWOT analysis and in allusion to the "11th Five-Year" plan for Shan Dong Province's economic development, it put forward the strategies, principles, and issues that should be paid attention to.
