The high technology industry turn out to be intensive and environmental protection, however it still exist a resources waste, the destroy to environment, such as the high and new technology industry, the electronics industry, the electronics wastes has becoming a huge pollution. Therefore, find out a new path for the long lasting development of the high technology industry based on the circulate economy as soon as possible, has become a new focus that people pay attention to. The environmental protection theory to the high technology industry based on circulation economy and the experience were put forward under this background.The work of this paper is mainly the further research to the high technology industry, in order to make the research has more practical value. From this point, this paper first makes a description and analyzes to the high technology industry environmental protection problem, in this part, the author uses the method of system dynamics, establishes system dynamical model, to our country the development condition of high and new environmental makes an estimate to the high technology industry, further, put forward the necessity of an environmental protection to the high technology industry.On the above-mentioned analytical foundation, this text put forward an theory of industry environmental protection, and put forward a mechanism for environmental protection to carry out, set up a system of industry environmental protection, and talk about the carrying out of mechanism process from sweep production and circulate economy etc. then, the author build up the evaluation index system of the high technology industry environmental protection based on circulation economy, and make use of the main composition analysis to analyze the effect of the environmental protection mechanism.On the methods, this paper combines together with qualitative analysis and quantitative analysis, the norm analysis and substantial evidence analysis. Secondly, in the analysis, many mathematics methods such as diverse statistics, returning analysis etc. are used with the aim of strengthening the science and tight of argumentation. In the analysis, the author combines them with data to analyze practical problems.
