Study On The Land Problem Of "Village In City"

Today, the urbanized advancement is advancing unceasingly, the question of "village in city" has become the biggest barrier that hinds the urban development. In recent year, in order to find an effective means to solute the question of "village in city", governments have invested a lot of money and the academic circles has also poured the very big energy into it. Purpose of reforming "village in city" is to change status quo of "village in city", to provide land that the course of urbanizing needs. However, the reform of "village in city" has always been in slow state. The land under-supply has produced the trend that compels the development of our country urbanization over the past few years. How to reform "village in city" rapidly and effectively has become the problem that needs to be solved now. It is well known that, land problem is the key question of the city development, and it is also the problem that "village in city" needs to resolve. Resolving the land problem of "village in city" is available to reform "village in city" effectively, and resolve the problem that urbanization needs land effectively.Before we resolve the land problem of "village in city", we must find the reasons why land problem of "village in city" exists, so that we can resolve this problem. The author analyzes systemically from four aspects: (1) urbanizes is pushed forward rapidly; (2) two kinds of land property right system of city and countryside; (3) droved by economy benefit; (4)land administration of "village in city" under different administrative of system city and countryside; and has and has drawn the way resolving the land problem that exists in "village in city": (1) a model change the collective land to state-owned land; (2) take the land of the "village in city" into city land management system; (3) actualize land readjustment. And then, the author use this method to solve the problem exists in reform of "village in city" in Beijing, through analyzing systemically, the author deems that the method can accelerate reform "village in city" in Beijing.And then, the author also thinks that there is still several questions need resolving in resolving land problem of "village in city".
