A great number of public project constructions have been carried out in China associated with the development of project management theory. While, there are some problems in construction management we have to deal with. Such as nonstandard behaviors of government administration focus on the quantity and scale but ignore the practical effectiveness of organization actions, focus on incomes but ignore outcomes. It is quite difficult to evaluate the outcomes of the public productions.There are some defects in public project management causing the problems mentioned above. The project management mechanism includes manager characteristics, quality control, cost control, schedule control, project legal person, construction management, general management, etc. If it is not implemented properly, risks would exist in the public project management. Thus, project manager should take standard criterion to evaluate the project management process.We have to take system theory to analyze the problems in public project management according to the specific purpose and rules. It is difficult to establish an effective management performance evaluation system when there are lack of program rule and quantification rule. In addition, the decision-maker can not make a reasonable conclusion about the management performance confronting the conflicts of interest.This paper analyzes the international benchmarking and applies the theory into public project management performance improvement. It takes the public project as a case to show how to take advantage of the benchmarking and give some suggests on what measures should be adopted.
