A Research Of The Influence Factors Of Government Procurement Of Software

With the scale and gradual enlargement of the range of government procurement, people pay more attention to government's software procurement gradually. Government software is very important to electronic construction of government, as well as the development of Chinese software industry. It is essential that the governments support the industry in the course of developing. Software industries penetrate into every aspects of national economy and dramatically promote the reconstruction of the traditional industry, and contribute to the fast development of hi-technology industry.In this thesis, the author used questionnaire as research instrument during the data collecting. We send out 110 and 28 questionnaires to the two kind of respondent and get back 107 and 28 valid questionnaires. During the data processing, we mainly used correlation analysis and descriptive statistics and so on to verify hypotheses of the above and to distinguish the importance level of the influence factors. After quantitative analysis and the theoretical exploration, some important results and conclusions were concluded.The scale, establishment time of enterprise, the business history, the workers' number of software enterprises and so on all has relationships with government software procurement decisions. Technology level, maturity of product, large-scale projects experiences and so on are the influence factors too, but the impact intensity is different between each other. Software enterprise property, core business type and passing pairs of soft authentication have a little impact when the government chooses the client. Then the author divided the very important ten factors into two kinds, respectively called hard and soft indexes then designed the more detailed factors into another survey questionnaire and to do the complex research and analysis. After the series of prophase investigation and the advanced, continued and comprehensive research, we validated the supposes and also extracted some conclusions.In the last part of this thesis, the author tried to explain and describe the whole research process and give some improvements and supplements to the former investigation. Then on the basis of all the preceding research, the author put forward some new perspectives and some constructive suggestions to the government procurement strategy in the software industries with knowledge connected with the latest research achievements.
