The reform of China's government procurement system is confronted with dual pressures. On the one hand, under the circumstances that China's government officially initiated the negotiation for entering into WTO's Government Procurement Agreement (GPA) and meantime sent delegation to Geneva in Feb 2008 to develop the first round talk with GPA members, how to summarize the problems exposed during the negotiation and establish the strategy for subsequent negotiation have become the topics we need and have to face in earnest. On the other hand, for the sake of the World Financial Crisis China's government has launched a stimulus package of 4 trillion yuan and 10 financial measures. How to achieve function of government procurement policy in the course of boosting domestic demand is the imminent issue in front of us. Again, some problems and non-conformity with international rules such as GPA have emerged during the practice of China's Government Procurement Law in the past 6 years. All the above inside and outside elements call for renovation and reform of China's government procurement system.On basis of two backgrounds of China's entry into GPA negotiation and the Financial Crisis, this article analyzes the issues the government procurement shall prevent in boosting domestic demand, puts forward countermeasures and unites domestic government procurement market. After systematically articulating the difference between China's Government Procurement Law and GPA, it suggests the interface of China's government procurement system and GPA and privilege of preferential treatment for the status and identity of undeveloped countries after entering GPA. One government procurement system with respect to international rules, in line with the trend of economic globalization and in compliance with the economic development of China's socialism market shall be established.
