| In the background of economy globalization and our country new industry transformation, technology innovation plays an important role on our country economics continuance increase and competition improving. We can see clearly that our country has the problems on low innovation invest and inefficient motivation. However, there are few research about the motivation of tech innovation in the western tech innovation theories, and in the existing one, they mainly use macroeconomics analysis with very few microeconomics on tech innovation. In general, the scholastic research, domestic and oversea, mostly rest on the stage of conclusion and generalization for the tech innovation factor, feely on principle the of different motility factor functions and the relationship of various factors inter functions , and lack of systematization. In my paper, on the basis of former scholar's generalization on tech innovation motivation factor and consider the enterprise and enterpriser as the innovation carrier and logical start. I try to analyze the influencing factor of their executing innovation decision and organizing innovation activity through discussing the general rule of tech innovation decision, fatherly, we can analyze the determined factor by discussing the enterprise inferior and exterior condition, so is the principle which effected the innovation motivate.Tech innovation motivate is a part of tech innovation theory, so in this paper, first ,I introduce the tech innovation theory, practicing background and the rule of tech innovation development to prepare for the later motivation problem discussion.
