With the development of knowledge economy and the advent of new economy era, it is important for our enterprises to improve the capability of independent innovation. Thus, we should study the management of technology innovation. According to product-process, this paper proposes a frame in innovation management.Technology innovation can be classified to product innovation and process innovation. Product and process are two interplaying factors in the system of enterprises. Process is the basis of product, and product is the purpose of process. The paper proves the complementarity between product and process innovation in a monopoly setting. Thus, we should not only emphasize product innovation or process innovation, but also integrate process innovation and product innovation.This paper establishes an integrative model of innovation management, which is based on Soft-systems methodology. In the phases of Soft-systems methodology (SSM) we use some supporting tools to complete the purposes: the analytical hierarchy process (AHP), the quality function deployment (QFD), and the integrated definition functional modeling tool (IDEF0). The model emphsizes the integration of product innovation and process innovation, and considers the innovation management is a flectional trip. For detailing the operation of the model, this paper proposes a case which refers to the stock system of one firm. The model is useful for the forms to manage innovation in a complex environment. However, the model is not perfect. A number of practical and research issues still need to be addressed for SSM to be effective, and the performance of the model and its supporting tools must be validated in practice.
