Systemic Design Research For Plan Oriented Urban Land Management Model

Urban land management is a new reform attempt of urban land use institution in china.Although it plays a vital important role during enhancing the adjustable ability,increasing government incoming,resolving public land use and improving the ability of competition,the attempt caused some problems,such as overbid,also be named capital oriented urban land management,which attractive more attention and arouse worry from society.Presently,there are many kinds of land use problem in urban construction,such as agriculture land engrossing,extensive cultivation grouing,land supply out of control,ecology balance destroying,state—property eroding,etc.To solve these matters,some strategies should be enacted,which include implementing urban expand plan,taking efforts to regulate land use,establishing land storage mechanism,making full use of extant land and so on.Under this background,the article did some studies on the means of urban land management based on the practical cases:1,Comparing with the international means,the article found some inspirations for Chinese management.After deeply analysis,especially some typical models of urban land management,it can improve references to the creation of Chinese urban land use management and successfully realize the transformaction from capital oriented to plan oriented.2,In this article,a new model,plan oriented urban land management,was established base on the analysis of nowadays problems.The model depend on such rules:diving the right of urban land administration and urban land management,establishing the items for the urban land administration companies,managing by government.3,Otherwise,for resolving the present troubles,some suggestions will be gave that include clarifying owner of asset,confirming right and responsibility,ensuring...
