The surplus rural labor transferring is a universal problem for countries in the world which are in the process of evolution from agricultural society to industrial society. In China, the surplus labor transferring has become a nodes and bottleneck problem which restricts the development of economics and society because it influences the existent quality of peasants, stability of society, development in entirety between cities and rural areas and the realization of the affluent society. The starting point of the thesis is, in order to relieve stress of surplus rural labors transferring, to establish systematic and scientific policies on surplus rural labors by borrowing ideas from foreign policies on surplus rural labors transferring and combining with Chinese basic condition or state in the process of the construction of socialist new countryside.The thesis, considering the analysis of rural surplus labor transferring policies as the main thread, first employs the historical—comparative method to analyze diachronically the process of evolution of rural surplus policies in China, clarifying the influence of the economic system reforms, selection of industrial strategies and the peasants'valuing degree to the effectiveness of rural surplus labor transferring policies.Second, the thesis, centering on the research of rural surplus labor transferring policies in China, studies the influential factors of policies'motives, effectiveness and implement systematically and contradictorily, indicating that the motives of rural surplus labor transferring policies include the internal motive, external motive and key motive; that its effectiveness also includes the positive and negative sides; and that the main influential factor for the implement of rural surplus labor transferring policies is the lower qualities of labors, the lower demands of labors and the defects of systems and mechanism. Thus, the thesis concludes that the problems of rural surplus labor transferring policies are characterized by strong political relatedness and are influenced by many factors.At last, based on the successful experiences of other countries in the world and the basic conditions in China, the thesis brings forward to suggestions of...
