For each country, it is commonly and unavoidable that workforce will transfer from traditional agricultural industry to modern industry and services. This is also an only way to realize modern economy growth. Rural labor migration is not only a crucial issue we must face on the way to industrialization but also a basic solution to solve issues concerning agriculture, countryside and farmers in China.Firstly, the thesis mainly discusses the relevant background situation, the reason why we need study this issue and its theoretical and practical significance, reviews all the fundamental theoretical and current studies abroad and at home. Then, the paper defines the meaning of rural labor, and introduces the relevant theories that author use in next chapters.Secondly, basing the relevant data and documents, the paper analyses the scale and features of labor migration in china. Then the paper observes the problems of rural labor migration from three angles, the quantity and distribution, the characteristics of the peasant-workers shortage, and voluntary unemployment of the young peasant-workers.Thirdly, making use of the relevant theories of the new institutional economics, the paper analyses the transaction costs of the rural labor transfer. Based on the analysis, we got the system obstacles is the key factor of the obstruction in the transferring of rural labor.At last, based on the basic conditions in China, the thesis brings forward to suggestions of improving the system of the rural labor transferring policy: the first one is to plan the urban and rural employment and lead the urban-rural population to mobile rationally; the second one is to deepen reform and eliminate the systematic obstacles of the rural labor migration; the third one is to improve the service of employment, and strengthen the supervision of labor market.
