Due to shortage of competent professional management personnel on human resources, mid- and Small-scale enterprises are always misled during performance management and performance appraisal, and can't reach the expected objective. This article mainly describes the problems generally existed during the performance appraisal of mid- and Small-scale enterprises, such as parte appraisal content, narrow range, unreasonable design of performance target, random appraisal period, neglect of performance appraisal training and feedback, etc.While summarizing the national and international research results, this article generally describes the theoretical basis and methods for the enterprises to establish operator performance evaluation system, and introduces the main points of balance score card. The main points of view of this article are as follows:1. Performance appraisal shall be conducted with the combination of the actual conditions of enterprises. As enterprises actually belong to different industries, and have different scales, historical backgrounds and development stages, the resources owned by them and their capability for distributing resources are different. Therefore, the requirements for individual operator in different operation period are different, or much more different. The developing strategy of an enterprise concentratedly shows its actual condition. If misaligning with the strategic requirements, the performance appraisal will lose its direction and evidence, thus no"appraisal"can be done.2. Emphasizing balance is the general rule of performance appraisal for enterprises. The prevailing of balance score card theory transfers a concept of"balance". Moreover, the four aspects focused on by the balance score card are none other but the four most important stakeholders, i.e. stockholders, customers, management and staff. Thus it can be concluded that the balance of stakeholder is the necessary condition for the long-term stable development of enterprises. The unbalanced development is a representation of the short sight of China's mid- and Small-scale enterprises. Therefore, concerning about the balance of the stakeholder shall be laws of heaven for the performance appraisal of China's mid- and Small-scale enterprises.
