Study On The Management Strategies For Improving The Quality And Safety Level Of Animal Product Of China

The current situation, management model and system of the quality and safety level of animal product both in China and over the world were analyzed and then the strategies for improving the quality and safety level of animal product of China were studied in this paper through the methodology described as "investigationâ†'demonstration analysisâ†'comparison analysisâ†'integration analysisâ†'integration-induction" . The major problems regarding the quality and safety of animal product in China were the environmental pollution, high level of drug residue caused by medicine misapplication, second order and pollution in marketing process. The main reasons causing problems of quality and safety of animal product of China were animal diseases, low level of animal production, low level of technical development in animal husbandry sector, anisomerous information access. Three advanced international management models were introduced: the quality and safety system was managed by agricultural department or independent food safety monitoring authority or multi-department. The common characteristics of above-mentioned management models could be summarized as law system construction, monitor and control network construction for quality and safety of animal product, enhancement of monitor and control work, establishment of perfect standard system, advanced technology, large-scale production, proper ecological protection consciousness of producers, paying attention to sustainable animal husbandry development, attaching importance to utilization of techniques and investment of capital. Compared with the developed countries, some problems regarding the standards in animal husbandry still existing in China: backward understanding, mismanaged standard system, out of date and shortage of standard system, half-baked and non-coordinated standard system, lack of unified management, low technical level of standard, shortage of utilizing WTO regulations, backward market system for meeting the demand of standard work. In China, the testing and monitoring system for quality and safety of animal product is faulty: system is incomplete, development is unbalanced, both hardware and software can not meet the requirement of precise testing, the monitor and control of quality and safety of animal product are not systemized, the skills and knowledge of personnel need to be improved. At the same time, in indicates that the following main problems are still existing: the role of market as the principal part for monitor and control is not clear so that many problems in marketing process come out, the foundation for market monitor and control is not sound, the quarantine work for pig slaughtering is not perfect. Some problems regarding law system of quality and safety management exist as well: the law system is incomplete and non-systemized, lack of basic law for managing quality and safety of animal product, moreover, the current law is not properly carried out. In consideration of above-mentioned problems and compared with the advanced countries, the strategies and suggestions for improving the management level of quality and safety of animal product could be described as follows: adjust the management system of quality and safety of animal product according to the WTO regulations, establish a proper standard system for the quality and safety of animal product, establish and improve the monitor system, extend the quality certification work, enhance the market monitor and management of agricultural and animal products, strengthen the information exchange in the field of quality and safety of animal product, improve the law construction and implementation. In the view of quality and safety management of animal product, the current systems and methodology and currently existing problems of animal product quality and safety management in China were analyzed in terms of information economy, industry organization, law and administration management. In the consequence, the system frames for improving the animal quality, which fit the practical situation of China, were designed using the international advanced management model as reference in this paper.
