A Study On Outward Direct Investment In Tianjin

ODI refers to outward direct investment, that is to set up factories or institutions abroad, extending capability of researching, producing or selling in outside world, in order to get a reasonable distribution of resources in more countries and areasIn resent years, Tianjin opens to the outside world more and more rapidly, especially in introducing foreign investment from abroad. But ODI is relatively dropped behind. There is a big gap between them. The purpose of doing this research is to analyze the situation of ODI in Tianjin, find out the problems and the solutions to them, promote the development of ODI, narrow the gap, and to make them accelerate each other and develop together.After many visits of management departments of ODI in Tianjin, on the basis of collecting much data, facts and materials, this article makes a study of ODI and its management, preliminarily gets to know its situation and problems, and probes into the reasons. Referring to some international theories of ODI and the practice of USA and Korea, it gets the result that ODI is very necessary for the economy development of a country, and the government plays an essential role in boosting ODI. By synthetically analyzing the situation of ODI and its management in Tianjin, the author gets the viewpoint that Tianjin is entering a good developing period. Meanwhile it confronts both great opportunities and challenges. In the face of the inevitable trend of global economy and the existing problems, all levels of government should have a global visual field, sharpen the awareness and take all effective measures to speed the development of ODI. The author suggests that they should set up a coordinating system led by the leaders of the city government, establish relative laws and rules, set up a system of supporting policies, enhance services, perfect the mechanism of control, supervision and risk prevention and so on, making ODI, just like introducing foreign investment, becomes an important strength to push the economy development and social progress in Tianjin forward.
