At present, our country's post services system is in its important and vital stage of reform and development. Commercialization is the logical trend for such development, with the main features of catering to the needs of the market and challenging competitions. XX City's post services, apart from being in the high tide of the postal reform nationwide, is also facing its peculiar environment of vast opportunities and challenges because of its position as the economic and cultural center. The rapid social and economic developments in the City, as well as the upcoming Olympic, will offer a lot of chances, benefits and boosts. At the same time, the fierce market share fighting pressures from the powerful multinational express mail and domestic private companies have also raised higher demands on the service standard and the overall competibility of the postal services.Therefore, the most urgent tasks for the City's postal services are the further development of business and the strengthening of network construction. All these need a large scale investment. The City's Postal Services, however, is confronting with severe difficulties of fund shortage after the separation of the post sector from the communication sector, the overcapacity development stage, and then, the separation of the administration function from enterprise management.The current dissertation tries to dig out the root causes for such fund problems by using the basic economic principles and financial management analytical method as well as analyses conducted on the enterprise business operations. It also puts forward suggestions on the improvement of capital turnover efficiency, utilization effectiveness as well as rational fund allocations of postal enterprises.
