Study On The Problem And Countermeasures Of The Endowment Insurance For Chinese Enterprise Employees

Social security system is the basic means for the government to modulate the income attribution and accommodate the national economic and social development. It is an important mechanism to facilitate the realization of social justice, social equality and fairly sharing the public wealth; it is also the key content and criteria for evaluating a harmonious society. Endowment insurance is an important part of social security system. Besides the recessive debts, endowment insurance in China has to face with challenge of the aging of the population. Endowment insurance's payment in arrears and deceiving payment figures have laid heavy burden on the whole social security system, while the eldercare situation will become severe in the future. So far, the above-mentioned problems are not yet resolved along with the development and reform of the present endowment insurance mechanism; on the contrary, some new issues come into being in the process.This paper focuses on the basic endowment insurances, trying to probe the problems of the present system and possible causes. Based on the case of Fu Zhou City, through a break-even analytical forecast, the author attempted to find some solution for the problems. First, by studying the endowment insurance systems for enterprise employees in some typical foreign countries, the definition, characteristics, principles and popular fund-raising and payment methods of the endowment insurance are fully discussed. Then, the author analyzed the problems and possible reasons in the current endowment insurance system from 3 different aspects, i.e. legal system construction, revenue-expenditure management of the basic pension for enterprise employees, social management of the pension. Thirdly, taking Fu Zhou City as an example, the paper pointed out the situation and problems of the basic endowment insurance for enterprise employees; set up a pension revenue-expenditure model with statistic analysis means; and predicted Fu Zhou City'enterprise employee's basic pension revenue-expenditure situation in 5 years, providing evidence for policy-makers.
