Study On Enterprise R&D And Achievement Commercialization Based On National Technological Innovation System

The national 11th five-year plan,made in 2005,confirms to speed up building technological innovation system with market-orientation, industry-university-research collaboration and enterprises as the core, which means both opportunities and challenges to enterprises. How they could overcome internal troubles and adjust strategy for innovation and great breakthrough is the focus of the paper.The paper studies on references summarizing, policy deciphering and case analysis. First of all, by introducing enterprises evolvement in R&D, achievement commercialization, and analyzing developed nations and successful firms, a common rule for enterprise technological innovation is summed up, which is focusing on policy leading, enhancing finance and collaborated innovation, oriented by market, emphasizing syncretization between knowledge of S&T and enterprises, and strengthening achievement protection. Then troubles and problems of nation-owned enterprises were collected based on our national polices, regulations and enterprises presentation. Next, in order to help enterprises keep sustainable advantages in R&D and achievement commercialization, forward developing routes of adjusting S&T strategy with relative tactics, enhancing industry-university-research collaboration to integrate perdominant resources and market-orientation were discussed under national technological innovation system, while four core considerations that senior managers recognition as the key element, rational finance and expenditure as the basis, achievement commercializing efficiently as the target and intellectual property right protection as the guarantee are pointed out. Enterprises should also realize their technological innovation performance and risk thoroughly. At last but not the least, Beijing Geotechnical Institute, BGI, was introduced as a case study. Analysis on its successful experience following governmental policy and market orientation, and effective commercialization shows that BGI is consistent with successful corporations worldwide. Technological innovation performance evaluation and risk assessment reveals BGI is low in innovation performance and facing with couples of risk such as less R&D financing budget, lower managerial level and marketing performance. According to BGI's future target to change into hi-tech company after property reformation, suggestions on adding finance and optimizing its distribution, building three-level R&D system, focusing on intelligence, and enhancing IP protection are put forward.
