Since the national reform in electric power enterprises, there has been a dramatic change in the electric power industry. Eleven electric power companies and State Electricity Regulatory Commission were established, which signifies that the competition mechanism has been introduced into the electric power industry. As to Daqing Thermoelectric Power Factory, the challenges resulted from the national reform is great. First of all, the industrial monopoly and planned system are broken. Secondly, the equipment in Daqing Thermoelectric Power Factory is too old and the automatic level is quite low, therefore the safety problem and the economic problem are significant. Thirdly, too many staff has become a big burden for the enterprise. Fourthly, prices of raw materials, such as water and coal, increases a lot and the factory faces intense cost reduction pressure. Due to the separation between plant and network and the bidding system, opportunities and challenges coexist for the future of Daqing Thermoelectric Power Factory. Adopting appropriate measures to improve the economic effectiveness and the market competitive ability is the critical point and difficult point for the company.According to the background, the thesis defines the study structure and based on the related enterprise strategic management theory, it analyses the influencing factors to Daqing Thermoelectric Power Factory development. After the comprehensive analysis on the internal and external environment of Daqing Thermoelectric Power Factory, the thesis isolates advantages, disadvantages, opportunities and threats the company faces, using SWOT method. In response to the analysis, the thesis puts forward countermeasures and initiates a long term development strategy for the factory. While implementing the strategy, it raises specific measures on the aspects of deepening human resources management, adjusting organizational structure, strengthening core competence, improving incentive management, perfecting asset management and reconstructing enterprise culture. It uses Level-analysis-method to evaluate the importance of different economic indices and uses linear regression method to predict the power consumption in Daqing in 2006 and 2007.
