Human resource is one of the most important resources in the world, thus becomes the core of modern business management. The competition in enterprises mainly depends on the progresses of science and technology as well as the promotion of administration. And all of those cannot get away from the human resource, therefore, formulating human resource management strategy is not only the demand of current economic development and explosive market competition, but also an important guarantee for maintaining sustainable development of a country as well as an enterprise. Although Daqing Petroleum Enterprise has already pay attention to human resource management, restricted by the impact of the planed economic model, there are many problems in human resource management of Daqing Petroleum Enterprise such as irrational structure, human resource management system is not in its place and lack of strategic plan as well as many other irrational factors, which will seriously affected long-term development of Daqing Petroleum Enterprise. So it's necessary and important to research on human resource management of Daqing Petroleum Enterprise.The essay is mainly researched on the basic theory related to modern human resource management strategy. with the direction of ideology of modern human resource management strategies, this article analyze the internal and external influencing factors which affect human resource management strategy of Daqing Petroleum Enterprise with SWOT analysis in order to sum up opportunities and threats, strengths and weaknesses of the current human resources management strategy for Daqing Petroleum Enterprise. According to the situation that human resource management of Daqing Petroleum Enterprise faced, this paper sets up overall goal of human resource management strategy based on the clearly guiding ideology of Daqing Petroleum Enterprise. The overall goal will be divided into two-stage goals chronological and clear the emphasis of strategy. At the same time, this essay puts forward a set of scientific and suitable human resource management strategy plan for Daqing Petroleum Enterprise from the aspect introduction of talent, distribution, development and excitation contrary to the weakness of human resource for Daqing Petroleum Enterprise such as human resource management concept is slow, personal allocation is irrational, short of standard performance appraisal system and so on in order to provide useful help for human resource management strategy for Daqing Petroleum Enterprise.
