Recent years, along with our country economy speediness developing and the urbanized process daily expanding, the real estate industry gradually became the foundation industry and the leading industry of national economy. However, the phenomenon that house price rises excessively, on the one hand caused the low income can't afford to buy the house; On the other hand the massive real estate speculators caused the effective supplies and the effective demand unbalanced. The situation in real estate industry deteriorated the social income distribution; the latent financial risk also becomes the blasting fuse of macroeconomic undulation.Against such background, the central government has launched three large-scale real estate macro-regulatory policies from 2004 to this year. But the time and again regulation exactly showed the effective problem, This article is precisely embarks from this perspective, via to the dissertating to the real estate macroeconomic regulation system and combining to the limitation of the regulation policy system, the author proposes that it is vital that the policy tool choice to solve these flaws, and devotes to construct the real estate macroeconomic regulation and control policy system, which is based on the real estate tax. Then the author ascertains the aim that through the real estate tax system reforming and the safeguard measure assisting to give prominence to the real estate tax as the foundational status in the macroeconomic regulation system. At last, this paper carries on specially elaborates to the property tax's levying which is the emphases on the real estate tax system and the key point that the real estate tax exert its foundational regulation policy effect. Main content as follows:The first part elaborates the background, which this paper researched, and the current research situation about the real estate macroeconomic regulation. And then it shows the methods used.The question, which the second part discussed, is the effectiveness of the real estate macroeconomic regulation. It introduces the important status that the real estate industry in national economy and the problems, which are caused by the real estate market ineffectiveness. By these questions it summarizes the aims that the real estate macroeconomic regulation pursues in. And based on the analysis above on, it sums up the problem that ineffectiveness of the macroeconomic regulation to policy tool choice.
