Recent development in new industrial districts(NID) field has caused researchers to lay extensive interests on the academic field. Many researchers analyzed the industrial cluster based on a kind of points, such as economics, management, geography and sociology. As many literatures showed, the development of NID is related to the innovative advantage of clustering. Innovation also can be understood as a process of interaction and learning. Therefore, it is necessary to study the behaviour of industrial clusters in-depth.Based on theory of collective learning, the repetitive game theory is applied to analyzing the learning behavior of NID in the paper. According to the type of knowledge accumulation, learning-by-doing is divided into endogenous and exogenous. By setting up a learning-by-doing model of NID as "Y=AK" models in the new growth theory, I can prove that learning-by-doing can effectively accelerate the sustaining development and upgrading of NID, which will help us to undergo inner motivation of regional industrial clusters with a new interpretation. Then I put forward related suggestions for the firms in clusters and the local government.
