With the development of market economy and the establishment of national innovation mechanism, the role and status of the research institutes directly administered by ministries become more and more important because they have double responsibilities, both of national defense and of the construction of the national economy. Then, if an incentive mechanism can be established to improve the working enthusiasm and working potential of scientists and technicians that will certainly promote modernization of national defense and development of national economy.Based on an intensive analyze and research on the incentive mechanism of the research institutes directly administered by ministries, an incentive mechanism has been designed in this article based on relevant theories. Firstly, the article illustrates the purposes and significance of the research, the status of research inside and outside the country. The individual characteristics and needs of science and technology personnel are analyzed based on an understanding of the special background of research institutes directly administered by ministries, and problems with the incentive mechanism are pointed out as follows: putting much emphasis on the increase of business while neglecting the development of scientific research, low satisfaction of salary, no comprehensive personal career development plan, shortage of innovation in corporation culture construction, etc. Secondly, the reasons for the existing problems are analyzed from four perspectives-historical, internal, external and policy. Thirdly, an incentive mechanism mode is established for research institutes directly administered by ministries according to the process of "Effort-Performance-Reward-Satisfaction". The contents of such incentive mechanism are as follows: a comprehensive science and research management policy acts as a guarantee; the basis is the person-oriented principle; the key is a fair salary system with an established training and career development plan. Finally, the article takes the incentive mechanism of W Institute as an example to illustrate the feasibility of the incentive mechanism mode put forward in the article.The key point of this article is as follows: To promote the enthusiasm, initiative and creativity of scientists and technicians, it is essential to understand the needs of them so as to build up a set of effective incentive mechanism to guide behaviors of individuals and organizations as well.
