The Study Of State Owned Commercial Bank's MSSE Business Development Strategy

Finance is the heart and veins of the whole social economy. As for enterprises, good external financing environment, strong self fund-raising ability and high capital profit rate are not only the barometer to present an enterprise's developing condition but also an important factor to decide its future competitiveness. In recent years, MSSE (medium and small-sized enterprises) have flourished in China, which has played a more and more important role in the national economy and become the most active point of growth. In the Fourth Plenary Session of the 15th Party Central Committee, 《Decision on several questions of reform and development of state-owned enterprises of the Communist Party of China》 was passed and is regarded as the important link of advancing strategic reorganization of state-owned enterprise to open and enliven small and medium-sized enterprises, which would provide a good external environment for our MSSE. And at the same time, it pointed out the direction for commercial banks to support MSSE of high quality, and provided it with a wide space for research and development to extend the financing modes of MSSE as well.Now the financing of MSSE focuses on commercial banks and its source is relatively single, only sharing no more than 20% of the loan, which is out of proportion with its contribution to the national economy. That the financing channel of MSSE is not clear has become the bottleneck to restrain the rapid development of MSSE. This article will discuss more on developing the strategy of credit modes of MSSE aiming at SOCB (State-owned Commercial Bank), whose goal is to find out a feasible and clear "Green Channel" for indirect financing and establish even perfect the credit estimation scale and credit modes which accords with the characteristics of MSSE .
