The small and medium-size enterprises(SMEs) in clusters are focused here. This paper summarizes the competitive advantages of SMEs clusters, analyses the network structure which produces the advantages, and discusses how to transfer the cluster advantages into ones of the enterprises in it..In the first part, the paper reviews the domestic and abroad literature on SMEs clusters and analyse the objectives and the significance of the paper..In the second part, the paper summarizes the competitive advantages of SMEs clusters from the angles of macro, medium and micro levels respectively.In the third part, the paper analyses the network structure which forms the cluster competitive advantages, as well as the functions and characterestics on three levels of the structure, i.e. nuclear, subsidiary and outlying levels.In the fourth part, the paper reveals the mechanism on transformation of the competitive advantages from SMEs cluster into the enterprises, which includes the embeddability, learning ability and resource integration.In the fifth part, the paper discusses the strategic management of the enterprises based on clusters, including strategy positions, strategy choices and syrategy implementation.Finally, the paper concludes that, the enterprises in cluster should take the advantages of the cluster, build the core capabilities by implementing strategic management based on cluster, and promote the development of both the enterprises and the cluster..
