The land market is an important component of the socialist market economy, plays a fundamental role in the market in the allocation of land resources. This improves the efficiency of land use, reveals the fundamental value of land assets. The development of land market in regulating the supply and improve land utilization, promoting rational distribution of land resources and promoting economic development and urban construction, plays a positive role. Along with the continuous deepening of economic reform and economic development situation changes, How to regulate land market order are a more prominent, more arduous tasks. How to make rational use of land supply and market pricing mechanism, a positive impact on macro-economic development trend, establish and improve the city's normal operation of the order of the land market, land market management needs in-depth study of the topic.The academic foundations of this paper are the property rights theory, the theory of rent and land prices, the theory of market failures and policy analysis and public policy theory. Among of these theories, the property rights theory is the relationship and structure of the property rights, the theory of rent and land prices discusses the relationship of between rent and land price and the features of land price, the theory of market failures and policy analysis is about the fault of market mechanism and the out control of government, the public policy theory mostly research the evaluation of government policies.Although great development of the land market has been made, there are many problems in the management of the land market in Xi'an . Such as the low efficiency of the allocation of land resources, rampant hidden land market transactions and so on. Studies of the reasons are the inefficient of government and the excessive government intervention in the normal functioning of the land market.Foreign experience in the land market management,are mainly demonstrated as followings:government actively guide the rational use of land;strictly carrying out the system of changing farming land into constructional land;strengthening self-government at the same time taking much attention to the day-to-day management of all land rights owners. The government should not have the privilege of the process of land transactions and land transactions should be between equal civil entities; it also tells us the importance of improving the system of market rules and regulations and the free flow of foreign elements in the management of the land market.Aim at resolving the problems that exist in the land market management,this paper presents the corresponding recommendations:to accelerate the reform of the land-use system; to improve land market, and increase laws and regulations about land;to regulate the transfer system of collective land; to improve government services;construction of a land market assessment and performance evaluation system of government functions.
