The Study On Several Problems Of The Lottery Ticket Issue In China

The final goal of lottery ticket publisher is to maximize the lottery sale income. In order to increase the sale income, we must consider which scheme should be adopted so as to attract the buyers to purchasing the lottery enthusiastically. Moreover, our country's lottery industry development is still at an initial stage. The unitary types and rules of lottery have restricted the scale of lottery issue, and have left space for the private lottery and the lottery of overseas. The government and many scholars have pay attention to these problems.This paper takes the current emission scheme of the lottery as our study objection. From the angle of math, we give the evaluation of the scheme's rationality using economics,operations and probability, then decide whether the popular scheme is fit the local conditions or not. We confer the problem of the improvement of the buyers'attraction by setting up the rules of the lottery, so that not only the country but also the people are all winners, then promote the lottery industry walking on a health way. Main works are as follows:1) A general introduction to the lottery and its history and development trend are presented.2) Three factors (the total rate of win, the difficulty and the benefits execratory of winning a big prize) which influence the attraction to buyers are considered, and attraction function to evaluate the scheme's rationality is structured using classification weighting method.3) Buyers'psychological curve is introduced and a model to describe the attraction of a scheme to buyers is built. Based on this, a model to find better lottery scheme is structured considering various constraints, and an optimal scheme is obtained under given constraints using paragraph division method.4) Several plans for development of our future lottery are proposed by referring to the successful experience of overseas.
