Inovating Study On The Consummation Of Shanghai Public Pension System Of Rural Area

Shanghai public pension system of rural area is a part of social insurance system, and it makes great contribution to peasants in Shanghai. But it drops behind the social insurance system and the social economy. Because its pooling level cannot function well, it leads to lower pension,pension gap and failure to essential life guarantee for peasants. So it's unequal and unjust, currently, it is urgent to exalt public pension system of rural area and narrow the gap between different classes. Therefore, by the innovation and consummation of public pension system of rural area, it could maintain equity and justice, and also harmonizes the development of social insurance system between urban and rural area.This paper first begins with the introduction of shanghai public pension system of rural area, Then, reviews the history and analyzes current problem of public pension system of rural area. Through analysis of public pension system of rural area in Chongming County and Pudong New Area, it clarifies the state,problem and reason of public pension system of rural area. Second, according to current social condition and the theory, it is feasible and maneuverable for the consummation of Shanghai pubic pension system of rural area. Third, through studying domestic and foreign reference available, it brings the most useful advice; The last, we argue that it could establish a practical and instructional system by establishing municipal pooling for public pension system of rural area. And the system can cover all peasants and make the public pension evenness, then urge the unification of different pension for social insurance between the urban and the rural area.
