| Public governance theory is one of the most popular theories in western academic circle of public administration. The demand for public governance system result from government's failure in regulating food markets and the deficiencies of markets. The involvement of food trade association in the market regulation is an worthwhile effort of introducing the theory into market regulation field, which serves as an eye-opener for us to solve the problem. Inspired by the practice of Guangdong Provincial Cold Storage Plant Association ,this thesis puts forward a proposal of establishing an public- governance market regulation system characteristic of trade association's participation. The thesis consists of the following four parts.: .Part I :Theoretical framework Public governance theory is explained from 6 aspects: background of the theory; five arguments ;difference between public governance and ruling ;public governance and the third party; inspiration of public governance on our public administration; demand of public governance on our public administration reform .Part II: It is rather imperative to introduce public governance theory into our food market regulation system .By explaining the ineffectiveness of both the government and market in regulating the market, and giving an reflection of our food market regulation system , this thesis points out that public governance is an effective solution for the problem.Part III :Inspiration of the practice of Guangdong Provincial Association of Cold Storage Plants. An brief introduction of their practice is given followed by explaining its inspiration on us. And finally a general comment is made on our trade association's participation in market regulation.Part IV : The establishment of a public governance market regulating system characteristic of participation by food trade association.
