Research On The Regulation System Of The Private Investment Project

Since reform and opening of China’s market economy, private investmentgradually enters the stage. After30years’ development, private investmentdevelops into an important part of the market economy. Both the scale andscope are constantly increasing. However, as the social management systemoften lag behind in social economic activities. Treatment of privateinvestment projects in China also lags behind the management of thedevelopment of private investment projects.Adhering to ideas of the regulatory classification by source of investment, forthe problem of the regulation to private investment projects the article carriedout in a relatively systematic research. Through the reference and analysis ofmultiple dimensions, the article put forward the project of private investmentand regulatory reform proposals. On this basis, put forward the proposals ofthe process of regulatory reform for private investment projects in China. Thispaper carries out the research from the following four dimensions:First, from the dimension of the theoretical analysis, classical managementtheory was reviewed and analyzed, with repositioning of the functions of thegovernment’s regulatory, which theoretically support the mechanism researchof the regulation of private investment projects.Second, from the dimension of the needs of the regulatory, through theparticipation of the whole process of the research topic from Ministry OfHousing And Urban-Rural Development, the author takes good advantage ofexpert resources, participates in workshops and expert interviews, meetings,summaries the regulatory requirements of the private investment projects,which is an important reference for regulatory reform measures.Third, from the dimension of the regulatory status abroad, the article reviewsthe content and methods of the regulation of private investment projects in major developed countries. In contrast to the regulation of private investmentprojects in China the article proposes regulatory reform measures.Fourth, form the dimension of China’s current situation and problems ofregulatory system of private investment projects. The article, based on theprevious three dimensions, from the current situation of the regulation ofprivate investment projects in china proposes the corresponding reformmeasures.Finally, based on the reform measures in the proposed system, from theperspective of the supervision of the construction process of privateinvestment projects, the article proposed the regulatory requirements for theconstruction process of private investment projects.
