Food is the material basis for human’s survival and development. Food safety is a hot topic and a common concern of the whole nation. A succession of food safety problems has reflected that food safety regulation should be improved immediately in China. Many factors can influence food safety, but the regulation system is a major one. It is very important to discuss about how to renovate and improve the food safety regulation system, and how to improve regulatory efficiency in the public administration domain. After the 18 th CPC National Congress, the super-ministry system reform started. As a part of it, the Panyu District integrated the regulation of food production, distribution and catering, which are the most important and most risky processes in the food regulation system, into one department. Therefore, a new food safety regulation system, which is mainly managed by the Food and Drug Administration and cooperatively supported by other departments, has been established. In this reformed system, institutional settings, coordinating mechanisms and legal norms, etc. are still being adjusted and improved.This paper researches into the implementation of food safety regulation in Panyu District. It focuses on the change of food safety regulation mode in Panyu since the super-ministry system reform, as well as problems in existing food regulation, such as weak law enforcement efforts, inadequate resource allocation, insufficient functional adjustment, backward detecting techniques and low social involvement, etc. Causes of existing problems are analyzed from the perspectives of the administrative reform, incomplete laws and regulations, nonuniform testing institutions and under-exploited social forces, etc. Finally, in reference to successful regulations in developed countries and regions, suggestions, including integrating relevant regulatory functions, teams, informational platforms and testing systems, improving relevant laws and regulations, establishing a performance evaluation system, and cultivating social forces, etc., are made to optimize food safety regulation in Pan yu District.
