Polycentric Public Governance is one of the theories which come from Western academic. The core of Polycentric Public Governance is to reconstruct the relationship between the government and the market within the governance of the government, in case to balance the public interest and market benefits through the balance of the government and market. Its the basic aim of my paper is to analysis the dilemma and find the way out of the public traffic reform in our country basing on the theory of Polycentric Public Governance.Firstly the relationship between Polycentric Public Governance and the social problem this paper aims to solve is provided. Then making use of the public product theories to analysis the nature of public traffic, this paper proposes that public traffic is a kind of public product with the features of high exclusiveness and rivalries to some extend which can leads to the conclusion that it's possible for the government to adopt the general market management methods when it provide the public traffic service. Such problems as non-market contract nature, multivariate goal, bureaucracy, and the shortage of resources when providing the quasi-public product make it necessary for the government to reform.As an important means of the Polycentric Public Governance, market mechanism is supposed to be adopted in public traffic. Its purpose is to make good use of the enterprises in providing the public services. But enterprises play some roles in public service fields do not means that it's right for the government to retreat. On the contrary, the government should play a substantial role in the process of market governance when the reform of the public traffic confront with the dilemma to balance the public interest and public benefits.So, the government should take the lead in the reform of the public traffic, reforming the concept and the system arrangement to perfect the foundation of the polycentric governance. And also the government should restrict market access, product price and service level through holding administrative hearing to ensure the public welfare for the enterprises take part in public traffic fields. Governments should also establish and maintain a series of perfect laws and policies to create fair competition environment, ensure the privilege and the subsidies to protect the profits of the enterprises.
