As we know, Chinese real estate has become a hotspot and a focus that concerned by the people from different industries. Hence, how to guarantee the sound development of real estate industry and how to make civilians have their own house is not only the real problem in practice but also the theoretical matter that needs more research.In this article, it makes use of the theoretical methods of public management and policy science to study the special policy on Chinese real estate on the basis of making research on its special characteristics. It also analyzes the effect and existing problems that brought about by Chinese governmental policies on real estate and proposes relevant suggestions on policies.It believes that the urban real estate in China has dual nature, which is not only the pillar industry of national economy but also the special social security product. It will not only indirectly bring in market mechanism in real estate industry but also will maintain the public profit to the largest extent on the basis of persisting in public land ownership policy; the special characteristic of Chinese real estate is that it is a focus that involved with a good many of social contradictions. Thus, in order to solve the problems in Chinese real estate industry radically, it is necessary to make scientific and reasonable policy system according to the special characteristic of Chinese urban real estate. There are four parts in this paper:PartⅠ: It points out the important significance of Chinese real estate industry on Chinese social economic development. Chinese real estate is a pillar industry of national industry. It demonstrates the effects on Chinese social economic development brought about by Chinese real estate industry on the basis of analyzing the special characteristics of different aspects, which includes the commodity and housing security characteristics of Chinese urban real estate industry; the characteristic of combination with public land ownership policy and market mechanism as well the social contradictions brought about by real estate, etc.PartⅡ: Through analyzing the guiding and standardizing effects of real estate policies on the development of Chinese urban real estate industry, it proposes the key policy factors that affect the continuous and health development of real estate industryin the special circumstance of Chinese urban real estate. It also points out the particularities of main policy factors on Chinese urban real estate development and proposes the reasonable and appropriate status of varied policy factors.PartⅢ: In accordance with the principles of continuous and sound development in special circumstance of Chinese urban real estate industry, it analyzes the policy problems especially the current key problems existing in Chinese urban real estate industry, which includes value-oriented problem, aim problem, policy measurement problem, enforcement problem as well as policy circumstance problem of real estate policies.PartⅣ: Aiming at the key policy problems in Chinese urban real estate industry development, it proposes the measurements of by using of the methods of market and security orientation, constructing housing dual structural mechanism to better develop real estate industry, strengthening macro-control policy on real estate, which in order to promote the continuous and sound development of real estate industry.
