Research On Governmental Behaviors Of Eastern Coastal Less-developed Areas Of China In Local Economy Development

Since the reform and opening-up, eastern coastal areas of China have developed as economy pioneers for more than 20 years,and have obtained substantial achievements in socioeconomic development. At present, China is still driving forth the policy of eastern part first, which pushs eastern coastal areas into a newly developing period.But some regions of eastern coastal areas have lost many chances of progress and trailed relatively. This newly developing period would be a vital bout for the laggards to close the gap, even to overtake the advanced areas.The key of this article is the research on governmental behaviors of eastern coastal less-developed areas of China in local economy development by combining theories with practices, taking Zhangzhou city as the model. On the one hand , it sums up successful experiences from the methods to make economical progresses of developed countries and our advanced coastal areas,and it induces characteristics and rules of governmental functions and actions in market economy, which provide references for eastern coastal less-developed areas. On the other hand, it makes comprehensive analysises on governmental behaviors of eastern coastal less-developed areas of China in local economy development , not only on the positive procedures and the effective achievements,but also on the insufficiency and the flaw. Taking them as a base ,it raises entrance for government to speed up economy development and the keystone of governmental function transfer on the stage.The master harvests of this article : exercises basic theories of modern economics especially economics of development , uses experiences from developed countries and our coastal advanced areas for references, proposes idiographic ideas and countermeasures for the government to carry on"chase tactic"correctly,optimize development circumstance,accelerate development effectively and rise up rapidly at last.
