Research On Urban And Rural Development Of Seaside New Developed Area Of Rushan City

After the significant principle of balanced urban-rural development was put forth on the16th National Congress of the Communist Party of China, the report delivered on the17th National Congress of the Communist Party of China further proposed the notion of balanced urban-rural development and the strategic arrangement of promoting socialist new rural area construction, establishing the long-term mechanism of "industry nurturing agriculture and cities supporting the countryside" and forming urban and rural integration in social and economic development. So-called balanced urban-rural development denotes that under integrated planning of urban and rural development, emphasis is put on radiating function of cities to the countryside, nurturing function of industry to agriculture as well as promoting function of the countryside to cities and industry, so as to establish an equal and harmonious urban and rural relationship and finally realize urban and rural integration.In recent years, development in coastal area of Rushan City, Shandong Province has attained a considerable scale and urbanization of Rushan City has been greatly promoted. On the background of urban and rural integration development, in order to further expand influence of the city and promote coordinated urban and rural development, Rushan City has defined the decision of creating Seaside New Developed Area. During construction of Seaside New Developed Area, large amount of investment will be attracted for construction and development of various functional areas of the city, so as to promote economic increase of the New Developed Area, attract immigration of great population and form gigantic consumptive demands, so as to form up a regional increase pole in the New Developed Area, imposing great appeal and promotion to countryside and rural area in the region. On the basis of introducing outline of Rushan City and Seaside New Developed Area, this paper firstly researches into the influence of construction of Seaside New Developed Area of Rushan City radiating rural areas in the region in terms of spatial structure, industrial economy, infrastructure construction and ecological environment. Further research is made and relevant countermeasures are proposed, concerning how Seaside New Developed Area can be integrated to attain the requirements for overall urban-rural development and realize coordinated urban and rural development in Seaside New Developed Area of Rushan City after the rural areas within Seaside New Developed Area receive influence radiation.
