This article introduced the essence and function of motivation, the psychic mechanism and process of motivation, and contrasted the considered angle, motivating connotation and motivating characteristic of the main motivating theories.It introduced the HR management mode of Sino-Japan, contrasted their difference and common ground, definite the scope of Chinese small and Medium-sized enterprise, explained the importance in economic developments. Then it analyzed the problems and challenges of Japanese enterprises in China. The HR management mode of USA and its influence to Sino-Japan were also introduced.According to the actual situation of the Japanese small and Medium-sized enterprise in China, the author established the motivating model. Then it carried on the detailed analysis about the External Salary, the Boundary Salary, and the Intrinsic Salary, and provided the corresponding motivating plans.This article took SNC, the Japanese small and Medium-sized enterprise in China as the example, analyzed the main troubles of it. For example, the teamwork is not stable, the employees are lack of experiences and it is difficult to promote the efficiency and quality of the work. This article analyzed the troubles from the Strategy, Structure, System, Style, Shared Vision, Staff and Skill aspects by using the 7S's Framework which was designed by McKinsey & Company, discovered its basic reasons. By taking investigation about the degree of satisfaction, realized the actual needs of the knowledge staff, and provided the motivating countermeasure based on the motivating model.In the finality, proposed the conclusion of the article, and indicated the problems and directions for the next research.
