Study Of Supervision Evaluation On The Management Efficiency Of Petroleum Enterprises

As a component of enterprise management, the efficiency supervision plays a very important role in supervising and promoting the enterprise's management and improving the efficiency and benefit. As the extension of efficiency supervision, the supervision evaluation can compensate the setback of efficiency supervision, aiming at the things not the people. Through the evaluation, the delinquency or the malpractice happened in the management could be rectified, and the related persons could be punished or praised, which leads to the control on the management system. The supervision evaluation on management efficiency has the critical functions compared with the others management means from the aspects of regulating internal management, strengthening the responsibility of different levels and risk awareness.However, at present, the study of supervision evaluation on management efficiency in the petroleum enterprises is very limited, and the current evaluating objective of efficiency supervision is only limited to the managers with the brief contents. Combined with the current condition of enterprise management, this paper attempted to accurately define the supervision evaluation on management efficiency of petroleum enterprises, and made and in-depth study on the principles, contents and process of the evaluation.The main contents of this paper include:Firstly, put forward the opinion of dividing the supervision evaluation on management efficiency of enterprise management into two parts: the organization and the personnel;Secondly, enrich and expand the general theories of supervision evaluation on management efficiency;Thirdly, establish evaluation model through utilizing the methods of quantity analysis (the Analytic Hierarchy Process, Delphi and Fuzzy Synthetic Evaluation), and turns the evaluation index into the definite quantity, which ensures the evaluation results objective, authentic, and reliable.Fourthly, subdivide the specific contents of evaluation according to management level and work areas.In addition, this paper made an initial design for the computer aid system of the supervision evaluation on management efficiency of personnel.At last, this paper expounded the theories and applications of the supervision evaluation on management efficiency giving an example of Daqing Petroleum Administration.To sum up, the study involved in this paper has close relation with the management of petroleum enterprises, and has practical meanings.
