Since China has join in the WTO from2001, the petrochemical industries have been faced with gigantic challenge and contest, especially for the petroleum sales enterprises which have made great changes and reforms in order to adapt to the international competition. The two Big Oil CNPC and Sinopec interpenetrated each other, broke the original boundary and established new enterprise in opponent’s market. The Bayingolin petroleum enterprise of Xinjiang Uygur Autonomous Region is the product of outside industrial restructuring and institutional reform of Sinopec. The new company located in Qaidam Basin of Xinjiang Uygur Autonomous Region, also is the exploration and development headquarters of CNPC. The CNPC has conducted sales business here for16years, occupies80%of the local market, and the market acceptance is very good. Thus, it’s very difficult for Bayingolin petroleum enterprise of Sinopec to start business in this area.Throughout analyzing the competition ability of Bayingolin petroleum enterprise of Sinopec, the paper is aiming at finding out the advantages and shortcomings during the company’s development, then try our best to promote the advantage, dodge the risk and shortcomings of enterprise, solve the existing problems, and put some measures to promote the competition ability of the company.This Paper take Sinopec Bayingolin branch as the research object. Through using SWOT to analyzing the internal and external of market and competitors, find out the strengths, weak nesses, opportunities and threats which exist in Sinopec Bayingolin branch. According to the analyses, the paper gives out the competitiveness evaluation index system design basis and pri nciple of the company, on this basis, the evaluation system is established by different forms an d circulation. At the same time, the competitiveness evaluation system first analyzes from tan gible, intangible, and circulation competence, and then makes a comprehensive evaluation. Th rough the evaluation, find out the main problems of Sinopec Bayingolin branch, including the shortcoming of enterprise culture, weakness of principle, low staff professional quality, weakn ess of service consciousness, unreasonable deployment of network, and the insufficient of mar ket development ability and marketing ability. Finally, the paper gives out the countermeasure s and measures to improve the competence of Sinopec Bayingolin branch from three aspects which is how to consummate the oil supply of network construction, how to regulate employe e’s corporate culture spirit, and how to broaden the marketing ideas and improve the quality o f management. It is believed that all of the suggestions have reference value to improve the co mpetition ability of Sinopec Bayingolin branch.
