Study For Frequently Occurred Problems In Quality Management System Certification For China Automotive Parts Suppliers

Automotive industry is the basis of national economy, it can measure one nation's development on science , technology and economy. Except contributing much to economy development, automotive industry also has important influence to its supplier , sector include metallurgy, Petro-chemical, machinery, electronic and textile etc, also contributes the development of road building & transportation. Without the development of automotive industry, the National economy can not develop well.In order to win more market & profit, Local automotive manufacturers & their suppliers face the competence from internal & external, especially after China Joined WTO, this kind of competence becomes drastic. If local automotive supplier---automotive parts & assembly parts manufacturer ,being an important part of automotive manufacture link,want to survive, develop and defeat their competitors, they must improve their management on quality, technology ,cost etc. Introducing advance experience of advanced management, implementing quality management system standards such as QS9000, VDA6.1 & ISO/TS16949, pass the third party certification becomes a good approach by which local automotive supplier can improve their quality management , evidence their selves & get the qualification of supplier.International standard of automotive quality system is the spirit of quality management and quality management certification. Quality management developed from inspection ,statistical control and total quality management phases. Quality certification oriented in U.K, it includes product certification and system certification. ISO9000 series system certification is very famous in the recent years, until the end of year 2000, Altogether 400,000 ISO9000certificates had been issued around the world. ISO9000 certification came into China in 1992, by the end of year 2000, total 25,000 certificates had been issued.Quality management system standard of automotive sector is the standard which add sector requirements and customer specific requirement based on the ISO9001 standard. The popular automotive standard in the world are: American Big three standard–QS9000, German automotive association (VDA) standard—VDA6.1 & International Automotive Task Force (IATF) standard—ISO/TS16949. Automotive sector certification began in 1997 in China, by the end of year 2001, about 1,000 certificates of automotive sector standard were issued.By implementing quality management system of international automotive sector , local automotive suppliers improve much of their quality management, but as automotive sector standard oriented in the background of developed country, withlarge scale production, advanced management ideas and technology & qualified staff. But in china, we do not have those advantages, so it cause some deviation during certification. In general , they are 1) not understanding and applying the standard items with basic management ideas and theory, 2) Not apply the technical manual practically. Those deviation limit the function of international automotive standards.From the first half of year 2002, the author summarized the auditor's experience of past five years, which is 133 automotive supplier's audits. The OEM of those suppliers include SGM, FAW, FAW-VW, DF, SVW etc, the scope cover electronic & electric equipment, metallurgy and metal processing, machinery, rubber, plastic, Chemical industry, textile , glass etc. Those deviation is good sample.The author summarize the five years audit experience and relevant MBA theory, analysis those deviation and give some solutions. After they were applied in some companies, found it operational. So it is summarized . Hope this can give some helps for certification of automotive sector quality management system.
